The State Flag of the Republic of Moldova

Regulation on the State Flag, approved by the Parliament Decision No.17-XII of May 12, 1990, News No.5/93, 1990

The State Flag of the Republic of Moldova – the Tricolour – is the official symbol of the Republic of Moldova. It symbolises the past, the present and the future of the Moldovan State, reflects its democratic principles, historical tradition of the Moldovan people, equality of rights, the solidarity and friendship between all citizens of the republic.

The State Flag of the Republic of Moldova – the Tricolour – represents a rectangular piece of cloth, formed of three strips of equal dimensions, disposed vertically in the following sequence of the colours from the flagpole: blue (azure), yellow and red. The State Coat of Arms of the Republic of Moldova is printed in the centre, on the yellow strip. The proportion between the width of the Coat of Arms and the length of the Flag is 1:5 and the proportion between the width and the length of the Flag is 1:2.

The State Flag of the Republic of Moldova shall be displayed:

  • on the buildings where sessions of the Parliament of the Republic of Moldova or meetings of the local councils take place – for the whole duration of the sessions;
  • on the buildings of the Parliament of the Republic of Moldova, the Presidency of the Republic of Moldova, the Government of the Republic of Moldova, the Local Public Administration – permanently;
  • on the buildings of the ministries, departments, on other public institutions of the Republic of Moldova, on the buildings of enterprises, institutions, organizations and living houses – on holidays and memorable days.

The State Flag of the Republic of Moldova may also be displayed at ceremonies and other solemn festivities organised by public authorities, enterprises, institutions and organisations.

The State Flag of the Republic of Moldova and its image regardless of the dimensions have to correspond fully to the established proportions and to the colour and graphic representation, attached to this Regulation.

The responsibility for the strict execution of all legal requirements on the State Flag of the Republic of Moldova shall lie with the leaders of public authorities, heads of enterprises, organisations and institutions, who have been granted the right to use the State Flag of the Republic of Moldova.

 

 


Decision of the Government of the Republic of Moldova on approval of Guidelines for applying Regulation on the State Flag of the Republic of Moldova

 The Government of the Republic of Moldova decides:

1. To approve the Guidelines for applying Regulation on the State Flag of the Republic of Moldova (attached)

2. To abrogate:

  • the Decision of the Council of Ministers of the Moldavian SSR No.288 of July 24, 1981 “On approval of Guidelines for applying Regulation on the State Flag of the Moldavian SSR” (MRSS News, 1981, No.8 Article 68);
  • point 4 of the Amendments and Completions, approved by the Decision of the Council of Ministers of the Moldavian SSR No.31 of January 30, 1985 (MRSS News, 1985, No.2 Article 17).

Guidelines for applying Regulation on the State Flag of the Republic of Moldova 

  • The State Flag of the Republic of Moldova, displayed according to the Regulation on the State Flag of the Republic of Moldova on the buildings or fixed inside buildings during official ceremonies and other festivities, shall correspond exactly to the description of the State Flag of the Republic of Moldova, rendered in Article 2 of the above mentioned Regulation, and shall represent precisely the coloured images and the graphic images of the State Flag of the Republic of Moldova, attached to this Regulation;
  • The State Flag of the Republic of Moldova shall be displayed on the buildings specified at point “c” of Article 3 of the Regulation on the State Flag of the Republic of Moldova:
    • on March 8, May 1, May 9, June 23, August 27 and August 31;
    • on other holidays and memorable days, following the indication or the authorisation of the Government of the Republic of Moldova, local administrative bodies.
  • The State Flag of the Republic of Moldova shall be raised on the standard bearers, fixed on the roof or on the front side of the buildings or on special supports, fixed on the facades of the buildings in such a manner, that the spear of the Flag would form with the facade an angle of not more than 45 degrees, and the down part of the banner to be at least 2.5 metres height from the ground.
  • When displaying the State Flag of the Republic of Moldova at the same time with the State Flag of another country, the State Flag of the Republic of Moldova shall be fixed on the right side and the other flag – on the left side. If necessary to display other state flags of other countries at the same time with the State Flag of the Republic of Moldova, then these shall be fixed on the left and on the right sides of the State Flag of the Republic of Moldova.
  • The State Flag of the Republic of Moldova shall be displayed, but for special dispositions of the Government of the Republic of Moldova or local administrative bodies, at 6 a.m. and shall be hanged out at 12 p.m. after festivities or ceremonies ended.
  • The State Flag of the Republic of Moldova shall not be displayed on damaged buildings or buildings under capital repair, including buildings with the facade under repair, as well as in other cases, up to the decision of local administrative bodies.
  • During ceremonies or solemn manifestations carried out by state and public bodies, enterprises, organisations and institutions, the State Flag of the Republic of Moldova shall be displayed with the authorisation of the respective body of local administration, leaders of institutions or hierarchically higher organisations.
  • Supervision of observing the provisions of the Regulation on the State Flag of the Republic of Moldova and of the present Guidelines shall lie with the local administrative bodies.
  • Responsibility for violation of requirements of the Guidelines shall lie with the leaders of local administrative bodies, enterprises, institutions and organisations with the right to display the State Flag of the Republic of Moldova.
  • Premeditated violation of the established way of using the State Flag of the Republic of Moldova shall entail liability according to the Administrative Contravention Code and Criminal Code of the Republic of Moldova.
